The chief says following an extensive peer review process, the designation recognizes demonstrated excellence in seven measured components: experience, education, professional development, professional contributions, association membership, community involvement, and technical competence. Chief Cullinan is one of only 2,064 Chief Fire Officers worldwide.

A press release making the announcement says: "Meeting these stringent requirements will allow Chief Cullinan to continue bringing a higher level of professionalism and service to Spotsylvania County."
