(Richmond)- Virginia is under a state of emergency. Governor Ralph Northam declared the state of emergency this weekend with the winter storm bearing down on Virginia. A winter storm warning was issued across much of Virginia for heavy snow and freezing rain. The state of emergency allows Virginia to better mobilize resources to clear roads.
