(Richmond)- A new report from the Virginia Department of Education highlights what it calls a “disturbing trend.” The report shows declines in reading, literacy and math. Another concerning finding: four out of ten kids in the Commonwealth aren’t ready for kindergarten. Virginia Superintendent of Public Instruction Jillian Balow says the problems have existed for years, but have not been “adequately addressed by state leaders.”
