(Richmond)- Flags are being flown at half-staff across Virginia to honor the life of General Colin Powell. The former U.S. Secretary of State passed away due to complications of COVID-19. Governor Northam says that all U.S. and Virginia flags must be lowered over the state Capitol and all local, state, and federal buildings. Northam said they must remain lowered until sunset on Friday.
