(Richmond)- Partial decriminalization of possession of marijuana for adults is getting closer in Virginia. The new rules kick in Thursday. A person 21-years old and older can have up to an ounce of marijuana with no penalty. A civil penalty violation with fines applies for possession of under a pound of marijuana. Under the new rule, smoking is okay inside a private residence.
