(Richmond)- A Virginia man is pleading guilty to federal charges related to a multi-state dogfighting network. Carlos Harvey of King George pleaded guilty to conspiracy to violate the animal-fighting prohibitions of the Animal Welfare Act. The dog-fighting network reportedly spans DC, Maryland, Virginia and New Jersey. He and three others will be sentenced later this year.
