(Richmond)- Democrats keep the General Assembly seat in the second district in Stafford and Prince William. In a special election yesterday Candi King defeated Republican Heather Mitchell. King will replace Jennifer Carroll Foy who resigned to begin her bid in the gubernatorial race.
