(Richmond)- The city of Richmond is taking flood precautions not seen in over 20 years. The Dock Street and Brander Street flood walls have been closed for the first time since 1999 to take precaution against the rising James River. The National Weather Service has issued a flood warning through Sunday night in Richmond.
