(Richmond)- The earliest a phase three re-opening will begin in Virginia is next Friday. Governor Northam said yesterday health data must support his decision to move into the next step. Capacity limits on restaurants and retail shops would be lifted under phase three, while certain places like gyms would have occupancy caps raised. Social distancing will still be required.
