(Richmond)- Richmond’s new distracted driving ordinance goes into effect today. Drivers in the city of Richmond will now face a fine for using a cell phone while driving. The ban includes any use of a phone even if it’s in hands-free mode. Distracted driving was said to be a factor in six-thousand traffic accidents statewide two years ago.
