(Richmond)- Governor Northam says that Northern Virginia can begin phase one reopening on Friday. Northam said a letter from local leaders shows the region is almost ready to reopen. Several leaders sent the Governor a letter over the holiday weekend stating facts about how they have made progress in containing the virus. More details on the reopening are expected today.
