(Richmond)- Governor Northam says most of Virginia will begin the reopen process today. Phase One will allow low capacity retail shopping and limited outdoor seating at restaurants and bars. Barbershops and hair salons are also being allowed to open. Meanwhile in Northern Virginia, Richmond and Accomack will stay at Phase Zero for the next two weeks with full restrictions in place. Virginians are still encouraged to wear face coverings and engage in social distancing if they are in public. Gatherings of more than ten people are still banned.
