(DC)- A new plan is being proposed that would make Metro services free to D-C residents. The bill would allow D-C residents to receive a monthly stipend of up to a one-hundred dollars on their SmartTrip cards to pay for public transit. The program would be paid for through surplus taxes that DC has been collecting, which is expected to continue for a few years.
