(Richmond)- Drivers caught using their cell-phones in Richmond will be fined 125 dollars or more.  Last night, the city council voted unanimously to ban the use of handheld devices while driving.  The Richmond Police Department reported 218 people have been killed or injured after being distracted.  Authorities hope to curb traffic fatalities and promote pedestrian safety.  Drivers can still use hands-free devices in connection with their cell phones.
