(Richmond)- The battle over energy rates could soon hit a fever pitch in Virginia. The State Corporation Commission says that close to 380-million-dollars in combined over-earnings for Dominion Energy in the last two years would qualify for customer refunds. A Dominion spokesperson says the company plans to spend 750-million-dollars on offshore wind pilot and smart meters, hinting that customers won’t see a refund or reduction rate. Typical residential bills have increased over 25 percent in 12 years.
