(Richmond)- U.S. and state flags are at half-staff across Virginia after two deadly mass shootings. Twenty-nine people died and more than 50 were wounded in separate shootings in El Paso and Dayton over the weekend. Flags will remain flown at half-staff until sunset Thursday.
