(Richmond)- Richmond’s mayor is unveiling a major economic development plan today. Levar Stoney plans to release a one-point-five-billion-dollar proposal to replace the Richmond Coliseum at a special meeting of the city council. Developers are looking to build a new arena with over 17-thousand seats, a high-rise hotel and 25-hundred apartments. The plan also includes massive commercial and retail space.
