(Richmond)- The scandal-tinged legislative session is over for Virginia lawmakers. The General Assembly wrapped up nearly two-months of work in Richmond with the passage of a 117-billion-dollar two-year budget yesterday. A bill that would prevent drivers from using hand-held phones failed in the session’s last moments. The budget includes a pay raise for public school teachers.
