She declared victory late last night over incumbent Republican Congressman Dave Brat, but Brat didn’t concede. Spanberger led by roughly five-thousand votes or one-point-four percent with all but one of the precincts in. 1st District Congressman Rob Wittman won with 56% of the vote.
