(Stafford)- VDOT yesterday opened the I-95 express lanes extension in Stafford months early. The original merge area has been a congestion nightmare. The VDOT commissioner says the extension should help traffic flow. The southbound lanes are opening a month early. The northbound ramp is nine months ahead of schedule. The southbound lanes opened yesterday afternoon. The northbound lanes opened this morning.
