(Stafford)- From the Stafford Sheriff’s Office:
In mid-November 2016 Detective C. Darryl Wells was running a covert investigation on an Internet social website. Detective Wells was portraying a 14-year-old female. Charles Neff initiated contact with Detective Wells’ persona. As the communication between Neff and Wells continued it became sexual in nature. A meeting was arranged between Neff and the 14-year-old-persona of Detective Wells. The meeting never occurred.
On December 8, 2016 Stafford County Sheriff’s Office personnel, along with Fauquier Sheriff’s Office personnel, executed a search warrant at Neff’s Broad Run, VA residence. Neff was at the residence and was taken into custody.
Charles Alfred Neff, age 57, of Snow Mountain Road in Broad Run, Virginia, was charged with two counts each of Attempted Indecent Liberties with a Juvenile and Use of an Electronic Communication Device to Solicit a Juvenile. Neff was incarcerated at the Rappahannock Regional Jail is held on no bond.
