Fredericksburg (WFVA) -- The only Welsh Festival on the East Coast takes place tomorrow from noon to five downtown at the James Monroe Museum on Charles Street. Museum Director Scott Harris said Monroe's mother was of Welsh ancestry. The festival takes place from noon to 5. He said the Welsh have a "very distinctive culture that is different from the Scots and English. We think it's neat we can highlight that here and make it our specialty," Harris said. This is the 24th annual Welsh Festival in Fredericksburg.
