Arrest in Spotsy Exposure Case

From the Spotsylvania Sheriff’s Office:

Sheriff Roger L. Harris announced the arrest of an indecent exposure suspect, who was reported to have exposed himself to an 11 year old child, near her bus stop on 3/25/15.

Detectives from the Spotsylvania County Sheriff’s Office, Criminal Investigations Division were called to investigate the incident, where a male suspect, in a blue vehicle, was waiting on the street, near a school bus stop at Courthouse Road, near Clover Green. The suspect left his vehicle and attempted to engage the child in conversation. When the child refused to cooperate, the suspect then pulled down his pants and exposed his genitalia to the child, while making a profane statement. The victim then ran home and reported the incident to her parents.

Detectives developed a suspect in the investigation and after corroborating information developed through witness and photographic lineups, the suspect was identified as Richard Hockaday, 29 of Caroline County. Arrest warrants were obtained by Detectives, charging Hockaday with felony counts of Indecent Liberties and Indecent Exposure with an enhancement that it rises to a felony, having 2 or more prior convictions for offenses committed in the past 10 years. Hockaday was sentenced in August of 2013, in Caroline County, on 2 counts of Aggravated Sexual Battery and 3 counts of Contributing.

On 4/7/15; Hockaday was arrested in Caroline, with the assistance of the Caroline County Sheriff’s Office and the Probation and Parole office in Caroline. Hockaday, who is a registered sex offender, was taken before a magistrate and held at the Rappahannock Regional Jail without bond.
